With a BS in Civil Engineering from Texas A&M University, he specializes in site evaluation, entitlements, engineering, utility district management, and project execution. His extensive relationships with development staffs across the Dallas Metroplex and Houston areas, combined with his track record at Rockhill Capital & Investments (managing $300M+ in assets), position him as a leader in creating quality affordable housing communities.

With extensive experience in farm and ranch properties, undeveloped land, and commercial/residential development, Jay has successfully managed million-dollar property transactions and specializes in identifying and developing underserved growth corridors perfect for affordable housing communities.
